Closes #2107

First, run
```
git grep -l "^edition =" |
xargs perl -i -pe 's/^edition *=.*/edition = "2024"/;'
```
Second, manually verify that all Cargo.toml files have changed,
and nothing else has changed.
Third, run cargo fmt again.

(This is going to be a _requirement_,
since rand 0.9.1 has a behavioral change from 0.9.0)

I updated everything except rand, because the new version of rand
interacts with #1903, thus requiring more care.

(This only needs to be used for DSA keys from ssh_key, which
we should never touch in production.)

- The rand crate's "getrandom" feature has been renamed to "os_rng"

(Per discussion at #1774, we think the changes are acceptable.)
This commit won't compile on its own; subsequent commits will fix it.

This will allow us to upgrade to the latest version of rusqlite.
