Now:
`RelayFlag` is a single flag, which is a different type to
`RelayFlags`.
`FromStr` and `Display` are now implemented in a normal way for a
single flag.
We don't use bitflags, with its funky input syntax, any more.
Instead, we have a normal enum.
No longer is it possible to have a `RelayFlags` with "unknown bits"
set (whatever that means). (Therefore, an associated test case for
this is now gone.)
The names are principally specified just as enum variant names. The
enum variant names can be identical to the network document keywords.
Briefly, we provide constants in capitals, for the benefit of all the
call sites. That means that *this* commit can contain only the
primary changes.
A few macro-generated things have been adjusted in this commit, but
they are actually going to go away.
Indentation is now wrong. We'll fix that at the end.

We're going to introduce facilities for encoding more generally, and
we'll want a way to enable them.
Instead, have a separate feature for *encoding* documents.

Per policy, we bump the minor version of every tor-*, arti-* crate
on each release.
We have updated our MSRV, so we're treating this as a breaking
change for our non-(arti/tor)-prefixed crates too.

The [latest version] of `cargo-sort` is more opinionated than the
previous one, and is now causing the `rust-checks` job to fail on
`main`.
This commit applies the fixes needed to satisfy the new `cargo-sort`
rules. These changes were generated by running `cargo sort --workspace`
several times, until `cargo sort --check --workspace` finally succeeded
(it couldn't fix all the errors in one go, for some reason).
I have omitted the changes `cargo-sort` made to the top-level
`Cargo.toml`, to preserve the topological ordering of the workspace
members.

This makes Arti reject such documents.

According to the changelog, moving from 0.7.6 to 0.8.0 we get some new
constructors and breaking changes to various "general" APIs.

This replaces the hs-pow, hs-pow-full, hs-pow-v1, pow-v1, and pow-full
features with a single hs-pow-full feature.
It's possible that in the future we will want to split different schemes
into different features, but we can do that when it comes up.
For now, having this as a single flag makes it clearer what's going on,
since the previous thing was not actually expressive enough to capture
some things we care about (like "at least one pow scheme is enabled"
that works in a future-compatible way).
This change is not semver breaking since it's a experimental feature.
