* Deps and lockfile: Don't use tor-error and retry-error from crates.ioIan Jackson2023-11-211-1/+1
| | | | | | | | tor-log-ratelim mistakenly had a non-path dependency. Changing this, and running `cargo fetch --offline` to update the lockfile, causes the build to prefer in-tree for many entries in the lockfile.

| | | | | | | Since we batch up even the earliest events, it's important that the first interval be quite short: otherwise, the user might wait minutes between when a problem first occurs and when it is first reported.

* New tor-log-ratelim crateNick Mathewson2023-11-166-0/+919
This crate is meant to provide rate-limited log messages to tell users about problems that can happen too frequently to log individually. This version is based off an earlier design, and off of conversations with @diziet. It still needs tests.
