The two main causes of errors were:
- Since some of the lifetime rules have changed, we no longer need
to do as many "bind a variable and immediately return it"
patterns, and so clippy now warns about them.
- We needed to adjust the explicit captures (`use<...>`)
in a couple of our RPIT instances.

First, run

Second, manually verify that all Cargo.toml files have changed,
and nothing else has changed.
Third, run cargo fmt again.

Also updated other packages to get `CfgPath` directly from
`tor-config-path' instead of 'tor-config'.

This adds an extra space to fix the `doc_lazy_continuation` lint.

that's currently failing on main.

This way we have a more intuitive layout, where all C Tor keystore
configuration is under the `ctor` key.

This is intentionally partially mis-indented to make this more
reviewable (in case the reviewer isn't using `ignore-all-space`).

The config will soon contain secondary C Tor keystore configuration too,
so the `arti` namespacing is about to stop making sense.
I recommend reviewing this commit using
`git diff --color-moved=zebra --ignore-space-change`

Previously, the keystore config consisted of a single field in
`StorageConfig`, which encoded 2 bits of information: whether the
keystore is enabled, and its root directory:
```

# use this path, fail if compiled out
# keystore = "/path/to/arti/keystore"

# use default path, fail if compiled out
# keystore = true
#
# disable
# keystore = false
```
This commit adds `ArtiNativeKeystoreConfig`, which will replace the
multi-purpose `keystore` field. The new config will look like this:

#[storage.keystore]
# Whether the keystore is enabled.
#
# If the `keymgr` feature is enabled and this option is:
# * set to false, we will ignore the configured keystore path.
# * set to "auto", the configured keystore, or the default keystore, if the
# keystore path is not specified, will be used
# * set to true, the configured keystore, or the default keystore, if the
# keystore path is not specified, will be used
#
# If the `keymgr` feature is disabled and this option is:
# * set to false, we will ignore the configured keystore path.
# * set to "auto", we will ignore the configured keystore path.
#
# Setting this option to true when the `keymgr` feature is disabled is a
# configuration error.
#enabled = "auto"
# The root directory of the arti keystore
#path = "${ARTI_LOCAL_DATA}/keystore"
```
While `ArtiNativeKeystoreConfig` currently only has 2 fields, `enabled`
and `path`, future versions of the keystore might require additional
config options.
