caret, hashx, oneshot-fused-workaround, retry-error, safelog,
slotmap-careful, and test-temp-dir all only had the change from
88e911acd4bb70bf1da0fc71d77b51cb6abde478 where we bump the rust-version
to 1.83.

These crates are versioned independently.
These crates have had changes to clippy warnings,
and to non-exported dependencies.
Additionally, the fs-mistrust crate has had
only backward-compatible changes, and no new APIs.
Therefore, these crates all get patchlevel bumps.
Other crates don't need their dependencies updated.

We're thinking of fixing them all, but for now,
we're going to disable the warning.

This is the first time we're publishing this, so let's start at 0.1.0.

Having this in the `tor-async-utils` crate prevents us from doing both
of the following without introducing a circular dependency:
* using it in `tor-rtmock` (which we currently do, particularly in
tests).
* using `tor-rtmock` to test things in `tor-async-utils`. We don't do
this yet, but it is generally sensible to do so. In particular we
want to move the `stream_peak` module there, which is currently tested
with `tor-rtmock`.
Moving this into its own crate avoids this circular dependency.
