`clippy::collapsible_if` started triggering after bumping the MSRV to
1.88.
Since this triggers from a lot of places, and since there even are a
couple of instances where we explicitly allow `clippy::collapsible_ifs`,

Combined with the previous commit, this completes my second attempt at
correctly handling the semver files.
tor-hssservice:
I removed the extra bit at the end of the first line explaining the
semantics of the new return type, since the important part is really
just the fact that the return type changed. The semantics are documented
in the methods themselves.
arti-client:
Same as above, but I also removed the `client` module prefix since the
`client` module isn't actually public, so to external crate users the
broken type is directly in the crate root.
Removed old "used in the public API of this crate" line.
Added lines referring to the 2 breaking changes we re-export from
tor-hsservice.
arti-ureq:
Removed old "used in the public API of this crate" line.
Added lines referencing every breaking change in arti-client. This MIGHT
be wrong, but I think this is correct because we re-export arti-client
as a whole.

The `stream` module is client-specific, for the most part, so I am
moving it under `client`. Later on, we will factor out the parts that
can be shared with the relay implementation.
Note: this is a breaking change as the deleted `stream` module was
`pub`. We could've kept the module and reexported from it the public
types from `tor_proto::client::stream`, but I think it's better to have
this `client` namespacing, because it makes the separation between the
client and relay parts clearer.

The two main causes of errors were:
- Since some of the lifetime rules have changed, we no longer need
to do as many "bind a variable and immediately return it"
patterns, and so clippy now warns about them.
- We needed to adjust the explicit captures (`use<...>`)

The [latest version] of `cargo-sort` is more opinionated than the
previous one, and is now causing the `rust-checks` job to fail on
`main`.
This commit applies the fixes needed to satisfy the new `cargo-sort`
rules. These changes were generated by running `cargo sort --workspace`
several times, until `cargo sort --check --workspace` finally succeeded
(it couldn't fix all the errors in one go, for some reason).
I have omitted the changes `cargo-sort` made to the top-level
`Cargo.toml`, to preserve the topological ordering of the workspace
members.

The `IoError::other` function is an easier way to say
`IoError::new(IoErrorKind::Other, ...)`. It's been around since
1.74, but clippy started warning about the more verbose version in
1.87.
