We depend on `instant`, which is unmaintained, via `notify`. `notify` switched over to [`web-time`], but hasn't relased the change yet, so we need to ignore the advisory for now. [`web-time`]: https://github.com/notify-rs/notify/pull/652

Provide functions for starting and ending spans instead of the script doing it itself. The current version of the functions are directly from the gitlab documentation . This is currently functionally similar to what was here before, but using functions here will let us make this a bit more convenient, which will be done in a follow-up commit.

Currently cargo-license mangles libm's Cargo.toml information very badly! And also our licence checker script is rather too stupid to do the boolean logic. The script is a bit tricky because it needs to set arguments correctly, use the right dependencies, treat packages differently from scripts, and find all of the packages and scripts in our repository.
