This replaces the `StreamMsg` `StreamReactor` sender with a new
`CtrlMsg` type. This `CtrlMsg` currently only has a `DeliverStreamMsg`
variant (which is the same as the old `StreamMsg` type), but will soon
grow another variant, for terminating a stream.
