Instead of discarding the public key and returning just the `StaticSecret`, the keymgr now returns a `StaticKeypair`. This makes the x25519 `EncodableKey`/`ToEncodableKey` implementation consistent with the ed25519 one (which retrieves key pairs rather than "unescorted" secrets).
