First, run

```
git grep -l "^edition =" |
    xargs perl -i -pe 's/^edition *=.*/edition = "2024"/;'
```

Second, manually verify that all Cargo.toml files have changed,
and nothing else has changed.

Third, run cargo fmt again.

The new (dubiously named) `Figment::extract_lossy` method
can treat decode numbers from strings, and booleans from numbers or
strings. This makes the behavior compatible with config-rs, and
should (I hope) finally allow us to migrate.
