This commit bumps the MSRV to 1.91 which was released on 2025-10-30.

The Cargo.toml files were updated as follows:

This commit executes maint/add_warning with the just added change to
deny string slices except in tests.

I recommend auditing this by checking out the previous commit followed
by running the script yourself and then verifying that the diff is
identical to this commit.

This commit makes cargo clippy fail.  We will add exceptions in the next
commit.

This is independent of other crates, since this one is lower-level

Note that we're using std::time::SystemTime except for its `now`
method; this will be our practice elsewhere too.

The dedup_by function grows the "last_attempt" always by one, even if a
range is encountered. A mergeable range can be encountered if the
RetryError has been extended by another RetryError already containing a
range.

Take this special case into account by using the actual amount of
failures of the attempt when growing.
