This bumps the versions of the non-{arti,tor-}
crates that have non-functional changes:
  - fslock-guard (updated rustdoc-args)
  - equix (comment typo fixes)
  - caret (updated rustdoc-args)
  - safelog (updated rustdoc-args)
  - retry-error (updated rustdoc-args)

And of the pre-1.0.0 crates that have new APIs:
  - fs-mistrust (new `CheckedDir::metadata` API)

Done using

```
for c in "${non_tor[@]}"; do maint/bump_nodep $c; done
```

where `non_tor` contains the list above

<title>Update minor versions on crates that have had breaking changes</title>

These crates had first-order breaking changes:

```
retry-error
tor-keymgr
tor-proto
tor-hsclient
tor-rtmock
```

Additionally, these broke because they re-exposed RetryError:

```
tor-circmgr
```

Additionally, these broke because they may re-expose something from
tor-proto:

```
    arti-client
    tor-chanmgr
    tor-dirclient
    tor-dirmgr
    tor-guardmgr
```

Additionally, these broke for other fiddly reasons:

`tor-ptmgr` implements traits from tor-chanmgr, which has a breaking
change above.

`arti-hyper` exposes types from arti-client in its API.

We're going to require that a RetryError contains things that are
AsRef&lt;dyn Error&gt; and ParseIntError isn't so we need a newtype.

This code came from tor-error. So now tor-error depends on

These crates have had nonfunctional changes only, mostly due to !1271,
or ac90cb7500f2f108, or documentation changes: crates that depend on
them do not require a version bump.
