These tests are loosely modeled after stem's test suite for Tor and
the Tor control port.  They're meant to exercise Arti, Arti RPC, and
the Arti RPC client library.

(For now, they exercise very little.)

This is a bit complicated since:
  - Using cbindgen with macro expansion requires a nightly rust:
    so, we have to look for one.

  - There are some cbindgen warnings which I cannot find any way to
    suppress, so instead of giving all warnings, it seems better to
    give a diff from the old list of warnings to the new list.

Previously I'd hoped to have it only apply to reproducible builds,
but the work of keeping it up-to-date and checking it for drift
seems to have been tripping us up.  Let's try doing it the other way
for now, and we'll see how that goes.
